1.  Pre-filter phones with good rating.

and find the highest rating with around 100 reviewers. More reviewers, better. 
Now find a few that are in your budget.

2. Check cellphone specs and read customer reviews related to technical issues.

Note:
1) "read all opinions" at site 1. 
2) site 2 gives more visualized summary, which locates where your phone is in each category.

3. Make sure cellphone will work for intended wireless carrier
